Isaiah is writing to Jewish exiles whose world has literally collapsed—Jerusalem destroyed, families scattered, everything familiar gone. In this section he's speaking God's words of comfort to people whose mountains (symbols of stability) have indeed been shaken. This promise comes in the middle of poetry comparing God's love to a marriage covenant—unbreakable, even when everything else fails.

This isn't about your grip on God—it's about God's grip on you. While you're white-knuckling through another day, convinced you've exhausted your last chance, the covenant holds. The Hebrew word for compassion here literally means "womb-love"—the fierce, bodily love a mother has for her child. That's the force field you're wrapped in, even when you can't feel it. Your mountains may shake, but you're held by something older than mountains.
