Meaning

God is speaking to Jerusalem (called Zion), a city that's been destroyed and its people taken captive. The surrounding nations see them as abandoned, worthless, the people no one wants. He remembers every wound, and He's not leaving you in your brokenness. Not because you deserve it (none of us do), but because that's who He is. The same God who restored Jerusalem is restoring you, piece by piece, wound by wound.
